This core course introduces a range of themes and academic debates on the organization and operation of public administration and public policy. It exposes students to a range of analytic perspectives rather than school them in any one single approach. It begins with a discussion of policy problems and then examines the policy process, from agenda setting to implementation and evaluation, and goes on to explore a range of debates and issues in public policy and administration including the role of parties, the power of bureaucracy and the scope for cross-national policy learning.
