Extended unicode characters (including emoji) now supported on Moodle

One of the changes we made last night allows you to use the full range of Unicode characters in the text you type into Moodle. This includes some Asian scripts we weren't able to support before, and may make it easier for you to use Moodle if you need to use an Input Method. You can also use emoji without getting a weird database error message 🤘 💪 ✨ 😘 🦄 Have at it.
